Ministry vs. Department — What's the Difference?

Ministries are major segments of government, each headed by a minister, and are responsible for formulating policies and managing affairs related to a broad area of public life, such as education or foreign affairs. Departments, however, are more specialized units within a ministry or government, dedicated to specific functions or services within the larger area covered by the ministry.

The leader of a ministry, typically called a minister, is often a member of the government's cabinet and is responsible for setting strategic goals and policies. Departments are usually led by senior civil servants or secretaries, who report to the ministers and are focused on implementing policies and managing day-to-day operations.
